An XSLT processor is at liberty to use character references for any character in the output file, rather than using the native character. There's nothing in the spec that prevents this, and any XML parser (or HTML user agent) will treat the character reference and the native character identically. The only difference is when you want to edit the file, in which case it's annoying to have the character reference for characters that you can display correctly on your screen, and it's annoying to have the native character for those that you can't. Unfortunately the XSLT processor knows nothing about your text editor or installed fonts, so it has to make a guess. Saxon includes extensions that give you a choice.
