You have it backwards, You are trying to use make the common stylesheet include different stylesheets depending on a parameter, instead of doing that refer directly to the specialised stylesheet that you need and have each of those xsl:import the common code.
batch file: ... java ... -IN data.xml -XSL bar-chart.xsl -OUT chart.svg
bar-char.xsl ... <xsl:import href="chart.xsl"/>
