You can more clearly write that as

<xsl:template match="sub">

You haven't given enough information here to really help.
Do you mean that there is no change in the generated FO file, or no
change in the printed output.

In the latter case it might just be that your FO renderer doesn't yet
support vertical-align.

If you mean that the <fo:inline doesn't appear in your generated FO file
then that means that the template you show is never activated. There
could be several reasons for this:

a higher priority template matching sub
or
the template for tableTitle uses xsl:value-of rather than
xsl:apply-templates so the FO file just has the character data of the
title, without templates being applied 
or
something else is wrong.
