by commenting out the markup you are telling the system that it is not
markup. If it is markup, and you can control the input documents then
you would be much better off having the HTML as well formed XML
fragments. If you can't do that, disable-output-encoding="yes"
may help, if you are in a situation where it works.
But if you are in a situation where d-o-e is the best way out,
then not being in that situation in the first place is usually
advisable.
