No idea. I tried with the source and template that you posted (in a
stylesheet stripping whitespace and doing indenting) and got the

<fo:table xmlns:fo=""; table-layout="fixed" width="100%">
   <fo:table-column column-width="proportional-column-width(50)"/>
   <fo:table-column column-width="proportional-column-width(50)"/>
         <fo:table-cell>Externe VorschriftenText</fo:table-cell>
         <fo:table-cell>Benötigte InformationenText</fo:table-cell>
         <fo:table-cell>Mitgeltende UnterlagenText</fo:table-cell>

The only thing that's missing is the last row, which was a mistake on
my part. The xsl:for-each for iterating of the DESCRIPTION_ITEMs to
create the cells should be:

  <xsl:for-each select="../DESCRIPTION_ITEM
                          [(position() - 1) mod $nrows =
      <xsl:apply-templates />

because 5 mod 5 = 0 rather than 5.

But I doubt that change will solve your problem of getting no output
at all... Perhaps if you posted the full stylesheet and source
document we'd have more luck helping you with that.
