[xsl] vars for attributes

Hi,

i want to use variables for border and color
like

<xsl:variable name="border" select="0pt"/>

<xsl:variable name="bordercolor" select="#CCCCCC"/>

but the following does not work, why?
<fo:table-cell number-rows-spanned="2" font-size="10pt" text-align="start"
color="black" padding="2pt" border="$border solid $bordercolor">
