That depends on which standard you read.  The UTF-8 BOM was listed
alongside the UTF-16/UCS-2 BOM in an annex to ISO/IEC 10646-1:1993
long before the UTF-8 BOM got its first Unicode mention (in the
Unicode 3.0 book, I believe).
