[xsl] ANN: Microsoft XML Diff and Patch 1.0

We just released the 1.0 version of the Microsoft Xml Diff and Patch
tool.

The Xml Diff and Patch 1.0 API allows you identify changes between two
XML files (Xml Diff). It also lets you patch the original XML file with
the changes to get the final XML file (Xml Patch).
