No. A global variable gets its value when it is declared and the value can not be changed later. You have no assurance that templates are executed in any particular order. They all may be executed in parallel, this is the essence of decalrative side effect free programming, the act of executing one template does not affect the behaviour when running another template (or the same template a second time).
