Try this:

  {
    alert('inside');
    for(i=0;i&lt;tblGroups.rows.length;i++)
    {
      alert('Success1');
    }
    }
</script>

also, I recommend you:
1-put yoour java script in a external file.
2-If you can avoid the use of <![CDATA[ ]]>
