E.g.

  <xsl:copy>
    <xsl:for-each select="*[contains(local-name(), '.')]">
      <xsl:attribute name="{substring-after(local-name(), '.')}">
        <xsl:value-of select="." />
      </xsl:attribute>
    </xsl:for-each>
  </xsl:copy>
</xsl:template>
