Hi,
element TEXTAREA, unlike INPUT elements, doesn't have the "VALUE"
attribute. Instead, the content of a TEXTAREA should be put between the
open-end tags; that's:

<TEXTAREA ...>
   <xsl:value-of select="/PROPOSAL/PLANINFO/ROWSET/ROW/DESCRIPTION"/>
</TEXTAREA>
