[xsl] html (css) to fo

i can't seem to find much out there in the way of converting HTML with heavy
use of CSS into XSL-FO.  i wouldn't think this is that uncommon of a
problem.  we currently have an internal xsl template that does some css
conversion, but it seems rather limited.  are there utilities around,
programming methods, whatever that will help convert HTML w/ css into
xsl-fo? (to ultimately go to pdf and or a printer)
