It could be, but you were right the first time as well (although the
variables are not needed of course, you can inline the strings)

<xsl:variable name="before" select="TRUEFALS"/>
<xsl:variable name="after" select="'truefals'"/>

<xsl:if test="translate(TValue,$before,$after)='true'">


gives the same result as

<xsl:variable name="before" select="TRUE"/>
<xsl:variable name="after" select="'true'"/>

<xsl:if test="translate(TValue,$before,$after)='true'">

there is no need to downcase FALSE, as you are not testing for it
TValue being "WiBBLE" would also test as false with either of the above
tests.
