Try this:

<?xml version="1.0" encoding="utf-8"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
                xmlns:saxon="http://icl.com/saxon";
                version="1.0">
                
<xsl:param name="op" select="'+'"/>
<xsl:variable name="expression" 
              select="concat('5 ', $op, ' 2')"/>

<xsl:template match="/">
<result
   question="{$expression}"
   answer="{saxon:evaluate($expression)}"/>
</xsl:template>             
 
</xsl:stylesheet>

Now run it with Saxon 6.5.2:

java com.icl.saxon.StyleSheet test.xml test.xsl op=div

or

java com.icl.saxon.StyleSheet test.xml test.xsl op=*
