XHTML is XML and you can write the tags any way that XML allows. But XHTML also includes an appendix giving advice on how to select XML representations that will give adequate results on browsers that were designed to handle HTML rather than XHTML. The XSLT 2.0 option <xsl:output method="xhtml"> is designed to produce output that follows this advice. Without this option, you are probably better off producing HTML.
