Ah, I did it that way around because that's usually the order I have to do it in - if a client approaches me about building a website, one of the first things they want to see is usually a site map, and shortly afterwards I will have to produce a listing of what goes on each page, whether for the client to sign off on or to guide me and whoever else works on the site as we go (the html page in my example).
