You said that it said unsupported encoding, where was this specified?

If there is no encoding specified in the file then the file must be
either utf8 or utf16 (or is not well formed) in the first two cases it
should just work (every parser has to support these) and in the third
case you should get a well formedness error (or illegal character
error) It seems most unlikely that a parser could automatically
recognise some unspecified encoding, but then report that it doesn't
support it.

Are you sure the file doesn't include some other file via a dtd or
entity reference that has an encoding declaration?
