I am a web-based applications builder primarily, so I have a feeling
that I know why the character is desired.

It has to do with the way table cells are rendered in the browser.

In most cases, if there is nothing there, borders in the cell will
not be visible, and this creates an unsightly appearance.

In my experience with XSL transformations, works fine in place
of , so if this isn't working, then my guess is, the encoding
issue mentioned by others in this list is responsible.

hope this helps,
