FOP specific questions can best be asked on the FOP-mailing list. Anyway to see if fop supports a feature look at: http://xml.apache.org/fop/compliance.html.
On this page I also see that fo:external-graphic is supported.

Hello,
 I am trying to show an image using XSL-FO in a PDF
file. I am using FOP 0.20.5 . The syntax I am using is
<fo:inline-graphic href="logo.gif" />. But FOP is
reporting -
Unsupported element encountered inline-graphic
Property href ignored

does FOP 0.20.5 does'nt support inline-graphic syntax?

If it supports inline-graphics, what is the correct
syntax for using it?
