Until now I used Sablotron via Perl to do our XSLT processing, but we found out that it doesn't handle html entities like $frac12; to xml entities when using utf8. I assume you mean & not $ before frac12. If your input file specifies a DTD that defines that entity, any XML processor will handle it, if it does not, then no processor will as it is not well formed.
