I don't know about outlook but IE6 had much tighter restrictions than IE5 on where you could put the stylesheet (although local access is nrmally allowed) you can not run a stylesheet located at a different server from the document using the stylesheet PI (unless you turn down the security options in IE, which isn't recommended for other reasons) perhaps, being IE's cache directory it decides that is another server. Since msxsl can call out to script and execute arbitrary code, I'm not sure I'd want to trust outlook to run it unless it was in a sandbox that prevented any extension functions from running.
