Bad regex escaping in last example. sorry.
this tokenizes the input string :

 <xsl:for-each select="tokenize (.,
    "<xsl:value-of select="."/>"<xsl:text>

Add (/)? to the end if you need to cater for a url terminated in / etc.

Unsure how to meld that with a substring-before though!
