Which tool kit from Microsoft adds these features?  I tried googling for ie
xml toolkit and internet explorer xml toolkit and didn't find any useful
references to the package.

You can extract the rendered html via javascript but easier is to
download the xml tools package for IE from microsoft (ask google)
which gives you "view XSL output" and "validate XML" menu options on
IE's right button menu.
