"/" denotes the root node (ie the abstract top of the document) not the
top most element.

Actually you shouldn't have an element called xml (or starting with any
combination of [xX][mM][lL]) as such names are reserved for possible use
in future W3C specifications (which is why they could add the namespace
declaration syntax on xmlns as they knew no one else was already using
such an attribute name)

However I recognise that's Microsoft not you that's using a bad name,
the XSLT system doesn't mind as while the names are reserved for
possible future use, they are not illegal (as that would prevent future
use:-)
