Why don't you use xsl:if. 

 <xsl:template match="Species">
      <xsl:if test="Extinct='False' and Genus_Name='Casuarius'">
        <p>species name is <xsl:value-of select="Species_Name"/></p>
      </xsl:if>
 </xsl:template>
