XSLT 2.0 "Must Maintain Backwards Compatibility with XSLT 1.1" so i suppose having the same namespace would make it's adoption easier by making it work on existing processors (at least when using the 1.1 compatible subset of features).

BTW, Still waiting on that question re XPV :-(
