What FO implementation are you using? Not all implementations support all the border options.

Both XSL Formatter and XEP support double borders. Can't speak for FOP.

You should be able to fake it by using nested blocks where the inner block's border is positioned inside the outer block's border. You might have to put the nested blocks within a block-container in order to establish the right reference area for the nested blocks.
