<xsl:sort select="nation" />
by
	
<xsl:sort select="count(../Table[medal='Gold' and nation=current()/nation])" datatype="number"/>
<xsl:sort select="count(../Table[medal='silver' and nation=current()/nation])" datatype="number"/>
<xsl:sort select="count(../Table[medal='bronze' and nation=current()/nation])" datatype="number"/>

(you could probably use keys to make it quicker, but get it working
first)
