Hi, I checked, there's no such tab "XSL" in the free edition. The help says it's there but it talks about XMLSpy 2005. Bad luck I'd say - so what processor DOES it use?? Under "Tools/Options" you should be able to find an "XSL" section, which allows you to choose between the Altove XSLT processor engine, MSXML or any other external processor.
