[xsl] [ANN] xmlroff 0.3.1

xmlroff (http://xmlroff.org/) is an open-source XSL formatter written
in C that produces PDF and PostScript.

xmlroff 0.3.1 is a maintenance release that adds improved
documentation and minor bug fixes.
