" IE's rules about where it will allow itself to load stylesheets are rather strange and vary depending on exactly the configuration you have (and probably changed again in XP SP2) although normally if you are loading from the XML file system and use a relative URI to XSL on the same fiile system it's worked for me. Do you really need to give an absolute file:///c URI ? can't you just use href="/report.xsl" ?
