Off the filesystem, probably not, no (but see below).
If you are pulling the files from an http sserver then yes, you just
need to configure the server to send an xml representation of the
directory list instead of an html index file.

Off the file system you are really requesting a URI of the form
file:///xml/articles/comments 
so in some settings (eg java I would guess, although I don't really do
java) If you have an entity resolver set up that picks up file: URI
protocol then again you can return anything you like, including an xml
representation of the directory list.
