The syntax for the url attribute in xsl:external-graphic is src="url('filenamehere.jpg')" The url(' ...') is boilerplate that unfortunately has to be there as the WG were having an off-day and copied CSS syntax into XSL FO rather than just the semantics of the properties, as they'd done elsewhere. (Note I omitted the ' in my suggested code last time) I believe that some FO processors don't enforce this weirdness and allow you to go src="filenamehere.jpg" but in any case I don't see how "scalability" applies to your template: all the generated fo:external-graphics should generate a synatx error unless they all have url(' ') or if the processor does not enforce that, they should all work.
