Ah,

That's quite hard in general (by the way you don't meen root, which is
the parent of the p element)

there were some threads on this list last month (or this month?) on
lifting block level elements out of a paragraph for html, which comes to
the same thing (although br isn't block level, you want to treat it as
such)
