is it _really_ that (which would be a bug in your processor) or


  <?xml version="1.0" encoding="ISO-8859-1"?>
  <root xmlns="http://test.de";>
    <sub>
    </sub>
  </root>

which is a bit surprising but conformant (in XSLT1) XSLT2 will mandate
that the prefixes are preserved.
