Forget the fact that it's a PHP script. It's just part of the result document of the transformation. You delcare a parameter to the stylesheet using <xsl:param name="p"/> as a child of the xsl:stylesheet element. You supply a value from the command line using p=value; and you copy the value to your result document using <xsl:value-of select="p"/>.
