no.

you can put them in .files with .html extension if you want. For some
processors ypu will need t serve the files with the correct mime type
but others will just take the file supplied.

Neither. xsl is probably the most common but it's not so much xslt that
needs this as everything else. If I open up file with extension .xsl in
my editor it's set up to use xsl syntax help, if i use any other
extension I have to manually put my editor in xsl mode, so it's just
easier to use .xsl.

neither spec has anything to say about file names.
