XSLT 1.0 said (in '3.3): "if the system identifier is a relative URI, it must be resolved into an absolute URI using the URI of the resource containing the entity declaration as the base URI", but this provision seems to have fallen into the cracks between the Infoset and the Data Model and XSLT 2.0.
