ah but if you know that there's a top level variable of the form <xsl:variable name="x" select="doc('config.xml')"/> at the top level of the stylessheet (or even if you don't) you can run a small transformation over the stylesheet document that inlines this transfoming it to <xsl:variable name="x"> .. a copy of config.xml <xsl:stylesheet>
then compile the modified stylesheet tree and you've slurped up the config file. Doesn't work (so easily) if you have to worry about base URIs and things but in simple cases works well enough (I hope)
