Quick note here - I use this variation of the identity template below:

<xsl:template match="@*|node()">
  <xsl:copy>
    <xsl:apply-templates select="@*|node()"/>
  </xsl:copy>
</xsl:template>

Brevity aside, this template also preserves comments and processing
instructions.

On another note related to the original post, is there an XSLT-based
Xupdate implementation available somewhere?

This is a standard pattern. An identity template:

<xsl:template match="*">
  <xsl:copy><xsl:copy-of select="@*"/><xsl:apply-templates/></xsl:copy>
</xsl:template>

supplemented by a template rule to change what you need to change

<xsl:template match="foo">
  <bar>
    <xsl:apply-templates/>
  </bar>
</xsl:template>
