Is there a specification for such URIs, and is there class library support?

(Saxon supports jar: URLs despite the fact that (a) there's no public spec,
and (b) the syntax uses "!" in a way that violates the URI specifications.
Sometimes pragmatism carries the day. But I haven't seen zip: URIs in
widespread use.)
