You have generated <fo:block> ... <br/> ... </fo>block> so you are generating an XSL-FO file and have inserted an HTML br element in the middle of it. That is an error, FO files should only have FO elements (unless arapped in foreign object extension element). The error message is not coming from the XSLT engine but rather from the XSL-FO engine that is processing the FO file that XSLT created. To get a linebreak in FO you either want to just use linebreak character (#10) together with setting appropriate properties on the block that the linebreak is rendered, or you can make two separate fo:block.
