Ypur input document is not well formed <GetCidadesResult><?xml version="1.0" <?xml, if it appears in a file must be the first 5 characters (after possibly a byte order mark). So as your input should be rejected by any XML parser it can't be processed by any XML tool including XSLT. If you fix the input so that it is XML then you would just process the content of GetCidadesResult in the usual way with XSLT and no special technique would be necessary.
