If you use an XSLT 2.0 processor and think that there is a syntax error in the XSLT code then please show the relevant XSLT code and state which XSLT processor you are using.
Showing us the C# code using the XSLT processor does not really help although the above looks not like using Saxon, more like using XslCompiledTransform, which does not support XSLT 2.0 at all.
You would need to use Saxon 9 or AltovaXML tools for XSLT 2.0 code with sequences.
