If you are sure the commented code is well formed, and you are in a situation that you can use d-o-e then you can use

<xsl:for-each select="//comment()">
<xsl;value-of disable-output-escaping="yes" select="."/>
</xsl:for-each>

if the comments may not be well formed or you can't use d-o-e then you need to parse the string and generate elements. Most systems have extension functions to do that. (You could use htmlparse.xsl to do it in xslt but that's xslt2)
