If your XSLT processor already supports the two-argument form of round (XPath 3.0), you can just use round(1351.845, 2).

If I do format-number(298.155, '.00') it gives me 298.16<- that's how I want it.

I have no idea why that happens.

If you are rounding for presentation purposes, then use:

format-string(.,'.00')

... which rounds the third digit to the second digit simply, where
"5" goes to the ceiling (a negative number gets smaller, a positive
number gets bigger).
