A problem seems to be that XSLT Processor needs to be able to access
the URL, at least browser XSLT processors cannot.

You may be interested in this 2009 posting to xsl-list:
"[xsl] xsl-url -- passing xsl:variable's to imported stylesheets in XSLT 
1.0"

xsl-url method allows to simulate URL access for browser stylesheets.
