Use the modified-identity-transformation pattern:

<xsl:template match="*|node()">
<xsl:copy><xsl:apply-templates select="@*|node()"/></xsl:copy>
</xsl:template>

<xsl:template match="xs:simpleType//xs:simpleType"/>

However, note that your desired output is not a valid XSD document fragment.
