You only asked if anyone had a reason, not what the reason was.
Had you asked that, I'd have given an answer similar to Gerrit
in that declarations in the stylesheet are often for elements (think svg or mathml) not at top level or attributes (think xlink) and the default behaviour pulls all the declarations to the top, which is generally what you want.
